Dude, your best bet is the the Diamond Head beach area on weekdays. Besides being the cruise area, it typically seem to be the place where locals and tourists sun bare ass, though you best inquire with a local as to whether or not cops have been a problem. Whenever I visit the islands I've never seen a cop there but have been told they check the area on occasion.
